History suggests that there may be many more psychological victims than physical victims in a terrorist attack. Indeed, these psychological effects are integral to the ‘success’ of the terrorist actions which seek to destroy the fabric of society by inflicting death and terror.
The Victoria Police Counter Terrorism Coordination Unit has developed a program known as Project Griffin to raise awareness and understanding in the prevention and response to terrorism. The police terrorism training program deals with three important areas: Terrorism prevention and response; terrorism and hostile reconnaissance; terrorism and the suicide bomber.
